Director of Sierra Club explains rationale behind ... - Bike Portland

Our story last week about a lawsuit against the Timberline Mountain Bike Park has sparked a lot of conversation. Several people commented and contacted me to express concerns that I failed to offer adequate context to the story. The Sierra Club and other environmental groups that have signed on as plaintiffs to the lawsuit, strongly maintain that their stance is not about bikes at all. Rather, they say their concerns are about the broader environmental impacts, the private developer that will construct the park, and a feeling that the U.S. Forest Service has not fulfilled its obligations within the public process around the project.

In our story last week, I included an email from Kenji Sugahara, the executive director of the Oregon Bicycle Racing Association, to Brian Pasko, the director of the Sierra Club's Oregon chapter. In that email, Sugahara questioned the Sierra Club's actions and requested their immediate withdrawal from the lawsuit. Today I want to share Pasko's response to Sugahara because I it adds some important context to this debate (emphases mine):

Hi Kenji,

Thank you very much for this note and for your past support of the Sierra Club's work in Oregon. I want to assure you that the Sierra Club did not approach this litigation lightly, nor should our involvement in this lawsuit imply that we oppose increasing the level of mountain bike recreation opportunities on the Mountain.

We chose to engage in this lawsuit because we believe that this particular proposal is not appropriately located and the environmental costs vs. recreational benefits are just too high. In contrast, we chose not to oppose a similar proposal on Mount Bachelor because its location is much better suited to this type of bike park.

Additionally, we appreciate and admire IMBA's exceptional trail maintenance work. It is our understanding that the trails on this proposed bike park would not be trails open to the public and managed by IMBA or other volunteer trail crews, but would instead be maintained by the private owners at Timberline for their economic gain.

More importantly, we are pursuing this lawsuit in part because we believe that the Forest Service has fundamentally failed in its obligation to fully evaluate the potential for additional mountain bike recreational opportunities in the Mount Hood National Forest. We too are disappointed that the Mountain bike and environmental communities are being divided over a debate about the location of a single privately-owned bike park, when instead we should be engaged in a collaborative effort to substantially expand the publicly accessible mountain bike trail system forest-wide.

The Sierra Club believes that the Forest Service should be carrying out a robust analysis and implementing a formal stakeholder process to expand mountain bike opportunities on our national forests. We are keenly interested in working with the mountain bike community to achieve this goal. In fact, we are meeting with leaders in IMBA and others in the next few weeks to discuss this and how we can move forward together.

I appreciate your concerns about our involvement in this litigation, and hope that I have given you some assurances that the Sierra Club is very interested in partnering with the mountain bike community to convince the Forest Service to do better recreational planning on the Mount Hood National Forest. I hope that this is the start of a continuing dialogue with you and others about how we can work together to make that a reality.

Powerful tornadoes ravage Plains

SHAWNEE, Okla. (AP) ? Tornadoes ravaged portions of central Oklahoma on Sunday, reducing portions of a mobile home park to rubble and killing a 79-year-old man whose body was found out in the open.

"You can see where there's absolutely nothing, then there are places where you have mobile home frames on top of each other, debris piled up," Pottawatomie County Sheriff Mike Booth said after surviving damage in the Steelman Estates Mobile Home Park. "It looks like there's been heavy equipment in there on a demolition tour.

"It's pretty bad. It's pretty much wiped out," he said.

The Shawnee tornado was one of several that touched down in the nation's midsection Sunday. Twisters, hail and high winds also struck Iowa and Kansas as part of a massive, northeastward-moving storm system that stretched from Texas to Minnesota.

Across the state, 21 people were injured, not including those who suffered bumps and bruises and chose not to visit a hospital, said Keli Cain, a spokeswoman for the Oklahoma Department of Emergency Management. Booth said six at Steelman Estates were hurt.

Following the twisters, local emergency officials went from home site to home site in an effort to account for everyone. Cain said that, many times in such situations, people who are not found immediately are discovered later to have left the area ahead of the storm. Booth said everyone from the trailer park had been found.

Forecasters had been warning of a general storm outbreak since Wednesday, and for Sunday's storms some residents had more than a half-hour's notice that a twister was on the way. Tornado watches and warnings were in effect through late Sunday in much of the nation's midsection.

The trailer park west of Shawnee was among the hardest-hit areas, and among the hardest to reach, as tractor-trailers that forced the closure of a section of Interstate 40 north of the site and power lines draped across roads to the south.

James Hoke lives with his wife and two children in Steelman Estates. He said the family went into their storm cellar as the storm approached. When they came out, their mobile home had vanished.

"It took a dead hit," Hoke said.

A storm spotter told the National Weather Service that the tornado left the earth "scoured" at the mobile home park ? using a term used by storm chasers to describe grass being ripped out by high winds.

"It seemed like it went on forever. It was a big rumbling for a long time," said Shawn Savory, standing outside his damaged remodeling business in Shawnee. "It was close enough that you could feel like you could reach out and touch it."

Gov. Mary Fallin declared an emergency for 16 Oklahoma counties that suffered from severe storms and flooding during the weekend. The declaration lets local governments acquire goods quickly to respond to their residents' needs and puts the state in line for federal help if it becomes necessary.

Heavy rains and straight-line winds hit much of western Oklahoma on Saturday. Tornadoes were also reported Sunday at Edmond, Arcadia and near Wellston to the north and northeast of Oklahoma City. The supercell that generated the twisters weakened as it approached Tulsa, 90 miles to the northeast.

"I knew it was coming," said Randy Grau, who huddled with his wife and two young sons in their Edmond home's safe room when the tornado hit. He said he peered out his window as the weather worsened and believed he saw a flock of birds heading down the street.

"Then I realized it was swirling debris. That's when we shut the door of the safe room," said Grau, adding that they remained in the room for 10 minutes.

In Wichita, Kan., a tornado touched down near Mid-Content Airport on the city's southwest side shortly before 4 p.m., knocking out power to thousands of homes and businesses but bypassing the most populated areas of Kansas' biggest city. The Wichita tornado was an EF1 on the enhanced Fujita scale, with winds of 110 mph, according to the National Weather Service.

Sedgwick County Emergency Management Director Randy Duncan said there were no reports of fatalities or injuries in Kansas.

There were also two reports of tornadoes touching down in Iowa on Sunday night, including one near Huxley, about 20 miles north of Des Moines, and one in Grundy County, which is northeast of Des Moines, according to the Des Moines Register. There were no immediate reports of major damage or injuries.

In Oklahoma, aerial television news footage showed homes with significant damage northeast of Oklahoma City. Some outbuildings appeared to have been leveled, and some homes' roofs or walls had been knocked down.

"When I first drove into the neighborhood, I didn't see any major damage until I pulled into the front of my house," said Csaba Mathe, of Edmond, who found a part of his neighbor's fence in his swimming pool. "My reaction was: I hope insurance pays for the cleaning."

"I typically have two trash cans, and now I have five in my driveway."

The Storm Prediction Center had been warning about severe weather in the region since Wednesday, and on Friday, it zeroed in on Sunday as the day the storm system would likely pass through.

"They've been calling for this all day," Edmond resident Anita Wright said after riding out the twister in an underground shelter. She and her husband, Ed, emerged from their hiding place to find uprooted trees, downed limbs and damaged gutters in their home.

In Katie Leathers' backyard, the family's trampoline was tossed through a section of fence and a giant tree uprooted.

"I saw all the trees waving, and that's when I grabbed everyone and got into two closets," Leathers said. "All these trees just snapped."

Kerry challenges Congress on diplomats' security

WASHINGTON (AP) ? Secretary of State John Kerry challenged Congress on Monday to go beyond its investigations of embassy security and help ensure that U.S. embassies and consulates abroad have the resources they need for appropriate security. His comments come as the Republicans continue to press for answers about the Obama administration's handling of last year's deadly attack on the U.S. diplomatic post in Benghazi, Libya.

Speaking to State Department trainees at the Foreign Service Institute, Kerry said the administration would spare no expense or effort to protect American diplomats overseas. However, in a sign of frustration with congressional Republicans who have suggested the administration is trying to cover up alleged malfeasance related to the Sept. 11, 2012, Benghazi attack, he said lawmakers must play a part in mitigating the risks that diplomats take.

"We need to hold all of our elected officials accountable for making these efforts a priority," he said. "And that includes the Congress. This is a Congress that reminds us all the time they that are a co-equal branch of the federal government. And they should, because they are. But that means Congress needs to play a role on the world stage as well; not just investigating, but leading."

Congress, Kerry said, must provide "the resources and the support and the investments that make the risks that we take today worthwhile."

His comments follow a similar call that President Barack Obama made last week when he complained that persistent Republican-led investigations into Benghazi were a "sideshow" and urged lawmakers to provide more money to strengthen security at U.S. diplomatic missions around the world. The State Department is seeking about $1.4 billion for increased security; the money would come primarily from funds that haven't been spent in Iraq.

Since the Benghazi attack, Democrats have complained that Republicans cut $300 million from the Obama administration's budget request of $2.6 billion for diplomatic and embassy security in 2012. Republicans have said such allegations are unfair.

Kerry said Monday the administration is fully committed to implementing, and expanding upon, the recommendations of an independent review board that investigated the Benghazi attack and sharply criticized the State Department for not providing adequate security at the missions. U.S. Ambassador Chris Stevens and three other Americans were killed in the attack.

But Kerry pointed out that the risks to American officials abroad are not new and will not go away.

"The dangers of diplomacy are not unique to this moment in time: our diplomatic missions didn't become dangerous that night in Benghazi," he said, noting that most of the 244 diplomats honored on plaques at the State Department were killed in the line of duty long before Benghazi.

Kerry said the risks can never be eliminated, but they can and will be mitigated because America's national security interests demand diplomatic outreach even in the most dangerous places.

"If we are going to bring light to the world, we have to go where it is dark," he said.

Former "30 Rock" actress Katrina Bowden is now married: She and musician Ben Jorgensen tied the knot in New York City on Sunday, said E! Online.

They exchanged vows at the Brooklyn Botanic Garden, and will head to Hawaii for the honeymoon. Their website is set up for loved ones to donate to the honeymoon fund, so fans who want to feel like part of the action can still contribute to things like their volcano hiking adventure, or upgrade the pair to first class.

The 24-year-old Bowden played Cerie, Liz Lemon's assistant on "30 Rock," and has appeared in movies including "Scary Movie 5." Jorgensen is 29 and formerly sang and played guitar with the band Armor for Sleep.

The couple got engaged in January 2012, and she announced the union on the red carpet at that year's Screen Actors Guild awards. At the time, she showed off her ring and told E! News's Giuliana Rancic that Jorgensen had proposed the night before in Los Angeles.

"He proposed and showed me the ring and I was so shocked and said, 'Oh, my God!' and I hugged him and he said to me, 'So is that a yes?'" she said.

"I married y'all!!!" Bowden tweeted after the ceremony. "I'm now Mrs. @benjorg !!!" Replied Jorgensen, also on Twitter: "Is there a cloud 10?"

MIAMI (AP) - It took nine starts, but Brandon McCarthy finally got his first win with the Arizona Diamondbacks.

McCarthy pitched a three-hitter for his first win since being struck in the head by a line drive last season, helping the Arizona Diamondbacks beat the Miami Marlins 1-0 on Saturday night.

"He just got on a roll and we left him in there," Arizona manager Kirk Gibson said. "He did it quickly, that was the best sign of all."

Gerardo Parra led off the game with a home run for Arizona, which has won four in a row while dealing the Marlins a season-long seven-game losing streak.

"It was a good baseball game," Marlins manager Mike Redmond said. "The outcome wasn't good for us but it was a good game. I thought guys were aggressive. We got good pitches to hit, but we can't get out of the other end of these tight games."

McCarthy (1-3) struck out five and walked two while throwing 68 of 99 pitches for strikes in his third career shutout, first since Sept. 3, 2011, against Seattle.

"It's something that I want to do and be able to follow through on," said McCarthy of his seventh career complete game.

McCarthy was hit in the head by an Erick Aybar line drive on Sept 5. 2012, against the Angels while with Oakland. He suffered a skull fracture and underwent surgery to end his season.

He signed a two-year deal with Arizona in December and went without a win in his first eight starts with his new club.

"The win part, I don't care, like I said last week, it's a win for us, which is the only thing I care about," McCarthy said. "My numbers and stats are really inconsequential. It's nice that we were able to get it and it was nice that I was a big part of that, but that's how I look at it."

Last Sunday, McCarthy was pulled after eight scoreless innings and 88 pitches, and Arizona's relievers blew a late lead during a 4-2 loss in 10 innings to the Philadelphia Phillies.

Parra's home run to right-center field came on the first pitch from Tom Koehler (0-2) on Saturday. It was Parra's third career leadoff home run and it came on the advice of batting coach Don Baylor.

"I talked to him before the game and he said, `Just swing first pitch' and he was right," Parra said. "He's got more experience than me.

It was the first time since Sept. 14, 1993, in which a game featured a leadoff home run on the first pitch of the game and that was the only run scored, according to the Elias Sports Bureau when Carlos Garcia accomplished the feat for the Pirates against the Marlins.

"You're just trying to throw a first-pitch strike, but I don't think you could have put it on a tee any better," Koehler said. "He swings first pitch and he got exactly what he was looking for. And he took care of it."

Miami had a chance to tie the game in the bottom of the first on Chris Coghlan's single to right, but Parra threw out Derek Dietrich at the plate to end the inning.

"The throw there, we've seen it a lot," Gibson said. "It's unreal how good he is and how accurate and strong his arm is. It was a big play for us."

McCarthy retired the next 14 batters he faced until Adeiny Hechavarria singled in the sixth. Hechavarria advanced to second on a passed ball, but McCarthy struck out Dietrich to end the inning.

"From about the second inning on I was kind of able to get back to (a focus point) and at least repeat my delivery, make some pitches, and turn the game over to my favor instead of the first where everything was a little too optimal and too hittable," McCarthy said.

The Marlins had another scoring opportunity in the seventh after a balk by McCarthy advanced Marcell Ozuna to second, but Placido Polanco lined out to end the threat.

McCarthy retired the final nine batters to complete a 2-hour, 24-minute gem.

Koehler, making his third career start, limited the Diamondbacks to one run and three hits over six innings. He struck out seven and walked two.

Ryan Webb pitched 1 1-3 scoreless innings in relief to extend his scoreless streak to 16 2-3 innings for Miami.

Notes: McCarthy has walked three batters or fewer in 68 straight starts, the third-longest active streak in baseball. ... Diamondbacks 1B Paul Goldschmidt went 1 for 4 and is hitting .426 (23 for 54) with seven home runs and 17 RBIs in May. ... Marlins 1B Logan Morrison (knee) will begin a rehab assignment on Monday with Class A Jupiter. ... Wrestling rules changed to keep sport in Olympics

MOSCOW (AP) ? Wrestling's governing body hopes rule changes designed to make matches more exciting and easier to understand will get the sport back in the Olympics.

The federation, known by the acronym FILA, is also changing its constitution to include a female vice president and will increase the number of women's weight classes if it remains in the Olympics.

The International Olympic Committee's executive board recommended in February that wrestling be removed from the 2020 Games.

The move brought about a crisis within FILA, forcing the resignation of president Raphael Martinetti. Nenad Lalovic took over in an interim capacity and undertook modernizing initiatives, and he was elected president at an extraordinary congress meeting in Moscow on Saturday.

"We got out of this congress with decisions needed for our sport to remain in the Olympic family," Lalovic said.

Wrestling is among eight sports vying for the open slot at the 2020 Olympics. The other contenders are sport climbing, squash, wakeboarding, karate, wushu, roller sports and a combined baseball-softball bid.

They will all make their case to an executive board meeting in late May in St. Petersburg, Russia. The final decision will be voted on by all the IOC members in September.

FILA's bureau formulated the rule changes Friday and presented them to the congress a day later. They include changing matches to two three-minute sessions instead of three two-minute periods, with cumulative scoring rather than the previous two-out-of-three system.

"Cumulative score incentivizes the wrestlers to score more often and consistently," FILA vice president Stan Dziedzic said. "In addition, or equally important, the total score is easier for the spectators to understand. It's difficult for a spectator, not to mention the athletes, when one wrestler wins the first period 5-0, loses the next two periods 1-0 and loses the match.

"The common view was that two minutes was not sufficient time to execute the requisite tactics and strategies to provide an exciting match. What's more, it deprives the viewing audience of witnessing the will of the wrestler."

The changes also refine how to penalize wrestlers who try to "game the rules" by passivity. If an official determines a wrestler is being passive, he receives a verbal warning. If there's a second offense, the action will be briefly stopped and the offending wrestler will have to score a point within 30 seconds or his opponent is awarded a point.

Dziedzic said the aim is "to restore the authority of the officials to incentivize the wrestler to take more risk. The onus must be placed on the wrestlers to win the match."

Congress deliberated at length when to implement the chances. Some delegates argued an immediate change would be difficult to adapt to, while others said FILA needs to show it's changing in order to persuade the IOC to keep wrestling in the Olympics.

Dziedzic said FILA would work to have the world championships in September run under the new rules.

(AP) ? The last thing Keegan Bradley wanted to do at the 18th hole with a cozy lead was flirt with the water on the left.

Bradley's drive on his final hole Friday was nowhere close to getting wet. He instead went well right under trees while bogeying No. 18 for the second day in a row, this time closing a 1-under 69 Friday that gave him a three-stroke lead after two rounds.

"I'm going to hit good ones on Saturday and Sunday. I'm due, I don't know when the last time is I hit the fairway," Bradley said. "It's just a matter of commitment. ... For me, I got to take it a little over the edge of the water. So, it's difficult because you know you have that bailout and I got a four-shot lead, so the last thing I wanted to do was plop it in the water."

Bradley bogeyed Nos. 1 and 18 again, just as he did during an opening 60 that set the TPC Four Seasons course record when his only bogeys came in the middle of that round.

In between the bogeys Friday, in tougher conditions, Bradley had another bogey at No. 6, four birdies and several nice par-savers. There was a two-putt from 35 feet after driving into the trees at No. 14 and a blast to 4 feet of the hole from a greenside bunker at No. 15.

"I'm almost more proud of this round than (Thursday) because I didn't feel comfortable all day," Bradley said. "I don't know what it was, I can't put my finger on it, but, you know, I bogeyed the first hole. I was a little uncomfortable and then I settled in and hit some really good shots."

Bradley's 11-under 129 is the lowest 36-hole total at the Nelson since 2001.He got his first PGA Tour victory as a rookie there two years ago, then followed that by winning the PGA Championship later that year and the World Golf Championship-Bridgestone Invitational last season.

Tom Gillis, who shot 63 in the first group of the day off the No. 10 tee, and Sang-Moon Bae (66), the 26-year-old South Korean who has 11 international victories but none on the PGA Tour, were tied for second place.

A stroke further back were 2012 PGA Tour rookie of the year John Huh (64), Ryan Palmer (68) and 2011 Masters champion Charl Schwartzel (70). Schwartzel had an opening 63 and was the closest to Bradley after the first round.

"It was a bit up and down out there," said Schwartzel, who had three birdies and three bogeys. "Bit of a frustrating day, but I suppose it's the mix."

Guan Tianlang, the 14-year-old amateur from China, missed the cut with rounds of 70 and 77.

After driving into the rough and then hitting into two bunkers for a double-bogey 6 at No. 12, his third hole Friday, Guan had a 19-foot birdie putt on the following par 3. He then had five consecutive bogeys.

Guan last month made the cut at the Masters and then again in New Orleans, becoming the youngest player to make the cut on the PGA Tour. He said he "probably" would stay in the United States to play more golf, but wasn't specific about where or confirm if he would play in a U.S. Open sectional qualifier June 3.

Defending Nelson champion Jason Dufner, playing with good friend Bradley, had his second consecutive 70 to join 83 players making the cut of even par.

Gillis got rolling with three consecutive birdies, starting with a 13-foot putt at No. 12 before burying a 32-footer on the 180-yard par 3 right after that. His only bogey came at his closing hole, when he three-putted from 12 1/2 feet at the 427-yard ninth hole.

He had played an afternoon round Thursday, when 13 players shot 66 or better in the morning and the only one in the afternoon was Marc Leishman with a 66.

"It was easier, I think the wind was down and I was hoping that we would get a fair shot like they had (Thursday) morning just to see what it would be like," Gillis said. "Definitely, I thought it played better than in the afternoon."

Two-time heart transplant recipient Erik Compton matched Gillis for the best round Friday, his 63 a nine-stroke improvement from the opening round to put him in a tie for 13th.

Gillis had missed his last five cuts with 12 straight rounds without breaking 70 before his opening 1-under 69 even with bogeys on three of his last four holes.

Asked about what was different this week, Gillis said he was more relaxed after reuniting with his coach.

"Tried to do some things on my own and kind of got lost," Gillis said before explaining their separation. "We had disagreements on some things. ... You talk things out, work things out. People change. I think he was right all along, to be honest with you."

WASHINGTON CIRCUS STEALS SPOTLIGHT FROM WHERE IT BELONGS

Can President Barack Obama put out the brush fires that are sucking the air out of his second-term agenda? Can he stop the spread of mini-scandals that are consuming Washington?

No, he cannot. The president could (unconstitutionally) shutter every Internal Revenue Service office and fire every staffer, from top-ranking executives to lowly administrative aides, and it would hardly matter. Republicans would simply change the terms of the debate and impeach him for destroying the 16th Amendment.

Official Washington is now all spectacle, all circus, all manufactured outrage abetted by a press corps addicted to controversy. Actual policies are slighted while political posturing takes the stage; simmering problems are ignored while canned contretemps and stale theater consume all the attention. That has been true for years now, but it just keeps getting worse.

There are serious failings at the heart of each of the sideshows currently consuming officialdom. The most egregious concerns the IRS, where bureaucrats singled out conservative groups for a vetting that veered into political harassment. That not only violates deep-rooted ideals of fairness and justice, but it also contravenes federal law. It raises the specter of the sort of political harassment carried out by Richard Nixon, who wielded the IRS as a bludgeon against his political adversaries, and by J. Edgar Hoover, who ordered tax audits of the Rev. Martin Luther King Jr.

While IRS-gate reflects poorly on Obama's leadership, there is not a scintilla of evidence that he had anything to do with it. Further, the president has responded with aplomb: He has forced the resignation of the acting head of the agency as the FBI launches a criminal investigation. (That's about all the administration can do since federal rules insulate IRS bureaucrats from elected officials, all in an effort to prevent scandals such as those mentioned above.)

If Republicans doubt the president's ability to impartially oversee an investigation of his own administration, they might appoint a special prosecutor. Instead, they have promised more hearings on Capitol Hill -- more partisan spectacle, more canned outrage, more useless theater.

Though the national press corps sticks to its unwritten rule of blaming Democrats and Republicans equally for the mess our national politics have become, the facts show that responsibility cannot be equally apportioned. Democrats don't eschew partisan mudslinging, but they are not very good at it. The GOP, by contrast, has raised it to an art form.

Take a look at the last two presidential administrations. Though Bill Clinton reigned over an era of peace, prosperity and a balanced budget, the GOP impeached him on charges that grew out of an adulterous affair. George W. Bush took the country to war on the wings of a lie, tortured detainees and wrecked the budget. Democrats pointed fingers and conducted investigations, but they did not impeach him.

The news media, meanwhile, breathlessly report every email, every accusation, every pointed finger. They parse political winners and losers. Will the Benghazi hearings damage Hillary Clinton's chances for the presidency in 2016? Will the IRS controversy hurt immigration reform? Will the controversies heal Republicans' internal divisions?

As much as it troubles me to say so, Washington journalists have cast aside their traditional roles as trumpets of a substantive truth. They rarely uncover genuine abuses of power, cast a skeptical eye on untoward developments (such as the war-mongering that led to the invasion of Iraq) or even explain the nuances of policy. Heck, they barely bother to inform the public when yesterday's huge scandal becomes suddenly less, well, scandalous.

Take the budget deficits. Wasn't it just two months ago that Republicans were insisting that the Obama administration was sending the entire nation to the poorhouse? What happened to those deficits?

As it turns out, they are shrinking, just as many mainstream economists had predicted. As the economy recovers, the federal government pays out less in assistance and takes in more in taxes.

You haven't heard a lot of chatter about that or about the people hurt by the continuing cuts that were supposedly made necessary by that looming deficit. Many struggling Americans are finding their child care options limited, their community clinics closed, their assistance for housing and meals shrinking -- with little notice from official Washington. That's the real scandal.

PHOENIX ? Hate driving your car when you could be a passenger? A self-driving vehicle that one day could chauffer you around town brought its inventor, a 19-year-old Romanian computer scientist, the top prize ? and $75,000 ? this week at the world?s premier high school research competition.

Ionut Budisteanu of Liceul Tehnologic Oltchim in Ramnicu Valcea, Romania, was the big winner at this year?s Intel International Science and Engineering Fair, or Intel ISEF. He was one of three young researchers at the event who each walked away with prizes worth more than $50,000. The competition took place in Phoenix, Ariz.

Society for Science & the Public created the fair in 1950 and still runs it. (SSP also publishes Science News for Kids.) This year, more than one-third of the roughly 1,600 Intel ISEF finalists received awards on May 17. Together, those prizes are valued at more than $4 million.

The annual science competition attracts some of the world?s most talented young researchers. This year?s finalists were selected from among the winners at science fairs in more than 70 countries, regions and territories. Almost 35 percent of the finalists in this year?s competition hail from outside the United States. And 467 of them ? almost 30 percent ? either have a patent on their work or intend to apply for one.

?This competition encourages millions of students worldwide every year to explore their passion for math and science while developing solutions for global challenges,? said Wendy Hawkins. She?s the executive director of the Intel Foundation, which sponsors the massive competition.

Its $75,000 top cash prize is named for Gordon E. Moore, Intel?s cofounder. Budisteanu was given this award for designing software that could be used to pilot a low-cost, self-navigating vehicle. Such a car would address a major global issue: Human error is responsible for about 90 percent of fatal auto accidents. A computer that never tires or gets distracted could reduce the risk of collisions.

The teen?s design relies on Internet-linked cameras, or webcams. They detect people, other cars and large objects such as trees. An onboard, 3-D laser radar measures the distance between the car and those objects. It uses that information to adjust the speed of the vehicle. It also helps the car know when to maneuver out of the way of an impending accident.

Onboard software helps recognize road signs, lane markers, traffic lanes and curbs. The software adds such newly encountered features to a database. This database would be available to all cars connected to the Internet.

Two young researchers each received Intel Foundation Young Scientist Awards of $50,000.

Eesha Khare, 18, of San Jose, Calif., picked up one for designing and building a supercapacitor. Like batteries, capacitors store electrical energy. The single electrode in Khare?s device has a core of hydrogen-rich titanium dioxide. A flexible, plasticlike polymer surrounds that core. The teen?s analyses show that her novel device can charge up very quickly.

It also can store almost three times as much electrical energy as previous capacitors. And it stores that energy in a tiny volume, one comparable to a battery?s. (Previous capacitors haven?t been able to do that.) Her new device also holds a charge far longer than batteries do.

Henry Wanjune Lin, 17, of Shreveport, La., took home the other $50,000 cash award, for modeling the behavior of distant galaxies. Galaxies are huge collections of stars that are bound by gravity and move as a unit. Many galaxies occur in clusters. Lin compared his mathematical predictions about galaxy clusters with what astronomers have observed using telescopes. He found that the scientists are slightly more likely to find a particular type of cluster: ones that have galaxies with cooler-than-usual temperatures at their core. But overall, the teen confirmed, the way astronomers have been surveying clustered galaxies works well.

Seventeen students won ?best of category? awards, each worth $5,000. Budisteanu?s project claimed top honors among computer science projects. Khare conquered the chemistry category, and Lin won the day in the physics-and-astronomy group.

Other first-place category winners include:

For animal sciences, Michael Shao, 16, of Northville, Mich. He won for showing how a worm often used in lab studies responds to cold temperatures. The worm, C. elegans, has a small, simple nervous system. That?s why it often serves as a model for the human nervous system. Shao studied the worm at temperatures between 4? and 20? Celsius (39? and 68? Fahrenheit). His findings may help scientists design medicines or treatments that help people better withstand the cold.

In behavioral and social sciences, Zarin Rahman, 16, of Brookings, S.D. Her study showed that stressful factors such as getting too little sleep or watching too much TV impair a teen?s mood and memory.

In earth and planetary sciences, Gyou Tanaka, 16, of Mobara, Japan. He dug up small seashells from several layers of dirt at a site southeast of Tokyo. His goal: to understand the environment there 300,000 years ago. He showed this region had been part of the Pacific seafloor. Water depths there at the time were somewhere between 10 and 30 meters (32 to 98 feet), he reports.

In electrical and mechanical engineering, Zeyu Liu, 17, of Calgary, Alberta, in Canada. The device he designed minimizes friction in systems used to store energy in large rotating wheels. It uses several types of magnets to lift the wheel and make it float in a stable position. This cut the wheel?s energy losses.

In environmental sciences, Naomi Shah, 17, of Portland, Ore. The air filter she created includes natural materials such as peat, mulch and live plants. In tests, the filter reduced some harmful chemicals in the air by as much as 24 percent. Her filter also cut the number of small pollution particles in the air by 18 percent. Indoor air pollution contributes to nearly 2 million deaths across the globe each year, she notes.

In mathematical sciences, Vinay Iyengar, 17, of Portland, Ore. His new mathematical techniques more efficiently create secret codes. He showed that the new methods work much better than current code-making schemes. But, he warns: The same techniques can be used to break codes as well.

In medicine and health, Jessie MacAlpine, 17, of Woodstock, Ontario, in Canada. She demonstrated that mustard oil, a simple cooking oil, can help slow the spread of malaria. In her tests, ingesting the oil slowed by 94 percent the growth of parasites that spread malaria. The cost of the amount of oil a person would need to take each day is about one-millionth the cost of currently used antimalaria drugs.

In microbiology, David Zimmerman, 18, of Los Angeles, Calif. He studied a microbe often used in battery-like fuel cells. These devices use bacteria to help generate electricity. Until now, it has been difficult to genetically alter that microbe to make it more useful. But this teen developed a way to do that. His techniques also can be used to change the genetic code in other difficult-to-modify microbes, he suggests.

In biochemistry, Savannah Tobin, 18, of Salem, Ore. She found a way to measure a particular chemical in cat saliva that can cause allergies in people. Unlike previous tests, which required veterinarians to take blood samples, her test is inexpensive and quick.

In cellular and molecular biology, Hannah Wastyk, 17, of Palmyra, Pa. She developed a promising treatment for myeloma, a particularly deadly form of cancer. The treatment is particularly promising because it kills a large proportion of the cancer cells but doesn?t affect most healthy cells.

In materials and bioengineering, Samantha Marquez, 17, of Midlothian, Va. She created hollow shells of cells made from bacteria and algae. These living capsules could be injected into patients to deliver drugs, she notes. They could also be used as miniature containers for a variety of lab tests.

In energy and transportation, Evie Sobczak, 16, of St. Petersburg, Fla. She found a better way to grow algae and then break them down to extract the oil they contain. This oil could be used as fuel. Her techniques boosted oil production by up to 20 percent. This might help make biofuels more economical, she says.

In environmental management, Shixuan Li, 15, of Lynn Haven, Fla. He created an efficient way to extract an antioxidant from shrimp shells. One kilogram (2.2 pounds) of this substance, astaxanthin, is worth about $6,000. The shells he used to get it are typically thrown away, for free, as waste.

In plant sciences, Samantha DiSalvo, Ryan Kenny and Amy Vitha of Hewlett, N.Y. They probed how plants respond to, and sometimes resist, bacterial infections. These processes haven?t been studied in detail at the molecular level, the students note.

In addition to their ?best of category? awards, Tobin, Wastyk and Zimmerman received the Dudley R. Herschbach Stockholm International Youth Science Seminar award. Herschbach, a Nobel Prize winner in chemistry, is the former chairman of Society for Science & the Public. The award includes an all-expenses-paid trip to Stockholm, Sweden, this December. There, the teens will also attend the Nobel Prize ceremonies.

Li, Marquez and Sobczak each also won a behind-the-scenes visit to NASA?s Jet Propulsion Laboratory in Pasadena, Calif. During their trip, they will also visit scientists at nearby Caltech to discuss the research each teen presented at this year?s Intel ISEF competition.

Kenny, DiSalvo and Vitha will also participate in the London International Youth Science Forum this summer. The annual two-week program hosts 300 young scientists from more than 50 nations.

Second- through fourth-place winners in each of the 17 categories received cash awards ranging from $1,500 to $500. Additional awards handed out at the Intel ISEF competition ranged from college scholarships and medals to paid summer internships.

?As this competition gets bigger, students not previously involved in such competitions can realize that independent research is both possible and rewarding,? says Elizabeth Marincola, president of Society for Science & the Public.

Robinson Cano homered twice while David Phelps had the longest outing of his career as the Yankees topped the Blue Jays 7-2 this afternoon at Yankee Stadium.

Brandon Morrow, who was recently skipped twice in Toronto?s rotation due to neck and back tightness, gave up five runs in five innings in the loss. Cano did most of the damage, as he connected for a two-run home run in the three-run third inning and another two-run blast in the fifth inning. He?s now tied with the Indians? Mark Reynolds for the American League lead with 12 home runs.

Phelps tossed seven innings of one-run ball in the victory. The 26-year-old right-hander allowed six hits and three walks while striking out eight and now owns a 3.83 ERA on the year. As Zachary Levine of Baseball Prospectus notes, he quietly has 142 strikeouts over 142 innings in the major leagues.

Travis Hafner was back in action this afternoon after missing four games due to shoulder tendinitis and launched a two-run homer in the eighth inning. The 35-year-old has seven home runs in 33 games this season, including five in 54 at-bats at Yankee Stadium.

After winning four straight, the Blue Jays have dropped back-to-back games to fall to 17-26 on the season. The Yankees will have CC Sabathia on the hill tomorrow as they go for the sweep while Toronto will counter with R.A. Dickey.

House bill to have more stringent immigrant controls: aides

WASHINGTON (Reuters) - A bipartisan plan brokered in the House of Representatives will be tougher on illegal immigrants living in the United States than a Senate counterpart, congressional aides said on Friday.

But it fails to address the difficult issue of how many low-skilled foreign workers should be allowed into the country.

Late on Thursday, the eight Republican and Democratic House negotiators working on an immigration bill announced that they had successfully wrapped up a four-year effort and had hammered out a tentative deal.

Republican Representative Mario Diaz-Balart of Florida, one of the negotiators, told reporters on Friday that he was "confident" that the deal will get a full airing in the House Judiciary Committee that has oversight of immigration policy.

Many Republican members of that panel are opposed to moving a comprehensive bill and instead want to take smaller steps to further bolster U.S. borders against illegal crossings and to improve access for foreign high-skilled workers.

While the lawmakers themselves refused to discuss details, which will be translated into legislative language over the next week or two, some congressional aides familiar with the plan sketched out bits of the agreement on Friday.

According to those aides, the House measure, as expected, will set a 15-year path to citizenship for the approximately 11 million undocumented residents, many of whom have been in the United States for years and are raising families here.

The Senate bill, which is now being debated in that chamber's Judiciary Committee, sets a 13-year time frame.

Like the Senate bill, those illegal immigrants who are serving in the military or who were brought over the border as children with their parents, would be put on a faster path to citizenship. But details were not available.

The Service Employees International Union said the tentative deal showed that momentum for immigration legislation was building. Eliseo Medina, secretary-treasurer of the 2.1 million-member union, added that it was "the responsibility of the House leadership to ensure this bipartisanship continues."

UNRESOLVED DISPUTE

Congressional aides confirmed that the negotiators failed to agree on one of the most contentious issues in immigration reform efforts: the future flow of workers from abroad that American firms want to hire as construction workers, hotel maids, waiters and for other low-skilled jobs.

Instead, if and when a comprehensive immigration bill reaches the full House, Democrats and Republicans will offer competing amendments to try to resolve the matter, according to aides. Republicans control the House by a narrow majority.

The bill in the Democratic-controlled Senate relies on a low-skilled worker program that was worked out by the U.S. Chamber of Commerce and the AFL-CIO labor organization.

That deal has been criticized by some business interests as providing too few slots for foreign workers hoping to apply for American construction jobs. Labor unions have been pushing hard for stringent controls, saying a flood of foreign workers would displace domestic job-seekers.

Aides said that the House deal also would be more stringent than the Senate bill by requiring the Department of Homeland Security (DHS) to achieve new border security measures before the 11 million undocumented immigrants could begin moving into legal status.

The Senate effort requires DHS to pursue tough border security measures. But the 11 million would be able to move almost immediately to temporary legal status.

However, in at least one area, the House measure might be viewed as more progressive than the Senate bill, according to an aide.

"People will find the family reunification (provision) is better under the House plan than the Senate plan," the aide said. Like the Senate bill, the House deal eliminates an avenue for siblings living abroad to win visas.

But the aide said the House bill will grant more leeway than its Senate counterpart on granting visas to adult offspring of U.S. residents.

One of the last areas of disagreement among the House negotiators had to do with whether newly legalized residents would be able to participate in President Barack Obama's healthcare law.

Republicans want to include a provision specifying that they would have to buy their own health insurance.

It was not yet clear how that dispute was worked out.

Armed Tuareg and Arab groups clash in northern Mali

BAMAKO (Reuters) - Fighting has broken out in northern Mali between Tuareg separatists and local Arab-led gunmen, only days after the African country won a $4.2 billion aid pledge to help it recover from a conflict with Islamists affiliated to al Qaeda.

Rebel and military sources both confirmed the clashes, although they differed over precisely which groups were involved.

The violence highlights how pockets of fighters who escaped a four-month French-led offensive against the al Qaeda-linked militants in the north are undermining efforts to restore state authority ahead of a presidential election set for July 28. France said this week the 'terrorists' had been defeated.

The MNLA, a Tuareg rebel group, said its forces were attacked in the town of Anefis by a column of Islamist fighters on Friday. Its Paris-based spokesman, Moussa Ag Acharatoumane, said fighting continued on Saturday morning, with two of the group's fighters and at least seven Islamists killed so far.

The MNLA said it was fighting MUJWA, an Islamist group that occupied the town of Gao for months until earlier this year and has launched a series of guerrilla-style counter-attacks on the town since it was retaken in the French offensive.

A Malian army officer, who asked not to be named, confirmed there had been heavy fighting, likely stemming from long-standing rivalries between Tuareg and Arab communities that make up northern Mali's array of armed groups.

However he said the clashes were between the MNLA and the MAA, a group made up of Malian Arabs based north of Timbuktu. It was not possible to independently confirm the information.

STABILITY WORRIES

In a sign of the outside world's concern about stability in Mali, international donors promised 3.25 billion euros on Wednesday to help the country recover and prevent a resurgence by the Islamist rebels.

French President Francois Hollande dismissed comparisons between Mali and Afghanistan, which provided safe haven to al Qaeda when it was preparing the September 11 attacks and is still fighting a Taliban insurgency 12 years later.

"In Mali, the terrorists have been beaten. I don't say there are none left, I don't say there is no risk, but there is no longer any fighting," Hollande said.

The Tuareg MNLA launched a rebellion in January last year, citing years of marginalisation by the government as justification for carving out an independent desert state from Mali's north.

It initially fought alongside a mix of al Qaeda-linked Islamist forces seeking to impose Islamic law on Mali's north, and the uneasy coalition swept aside government troops in March 2012.

The MNLA was later sidelined by the better armed Islamists, but has now taken advantage of the French offensive to re-occupy several northern towns it had lost to them. Having watered down independence claims, it is demanding talks with the government over a degree of autonomy.

French forces are reducing their numbers and are due to hand over security responsibilities to a United Nations peacekeeping mission that will be rolled out in July.

Verlander-Darvish fizzles as Rangers roll

ARLINGTON, Texas (AP) - Banished to the dugout after his shortest outing in nearly three years, Justin Verlander wandered around like he didn't know who or where he was. Maybe it's because his pitching was unrecognizable.

Geovany Soto knocked out the Detroit ace with a three-run homer that capped a seven-run third, and Yu Darvish lasted eight innings even though an anticipated pitching duel fizzled in the Texas Rangers' 10-4 victory against the Detroit Tigers on Thursday night.

Soto's drive just over the wall in left field came after Verlander walked in two runs - he had three previous bases-loaded walks in his career. Mitch Moreland's two-out double broke a 3-all tie before Soto's drive put Texas ahead 8-3.

"He was a little wild, obviously, but the positive out of this game is I won't have to listen to any more about his velocity," Detroit manager Jim Leyland said. "He threw a few 99 miles per hour tonight, so we won't have to worry about whether he's got the velocity or not. He made a horrible pitch to Moreland and the pitch for the home run was right there."

Darvish gave up a home run to Jhonny Peralta, the first batter he faced after the Texas outburst. The drive made it three straight games with two homers allowed for Darvish, and pulled Detroit to 8-4.

Then the right-hander retired 15 of the final 16 Tigers he faced, including 10 straight.

"The thing about Yu Darvish, he bends but he never breaks," Rangers manager Ron Washington said. "That's a tremendous lineup he went through. After that third inning, he settled in and found something that was working and he continued to pitch."

Verlander (4-4) gave up six hits with two walks and three strikeouts in 2 2-3 innings, his shortest outing since going two innings in a 14-6 loss to the New York Mets on June 22, 2010.

The 2011 AL MVP and Cy Young winner had allowed just four earned runs in four previous starts at Rangers Ballpark. It was actually the second time in Verlander's last 16 starts dating to last season that he's allowed eight runs, his career high. He did it in a 9-8 loss to Kansas City last August.

"It wasn't much of a night to begin with but I'd definitely say the whole game kind of carry-over from my last start," said Verlander, who was coming off his worst outing of the year in a loss to Cleveland. "I'm not somebody who is going to go home and pout about this, I'm somebody who is going to figure it out and figure it out in a hurry."

Darvish (7-1) won his fifth straight decision, but baseball's strikeout leader matched his season low with six strikeouts, and didn't get the last one until Washington decided to bring him back out for the eighth even though he'd already thrown 115 pitches.

"Wash asked me if I could go longer and he seemed like he wanted to go a little bit longer," Darvish said. "And I felt really good so I wanted to go. The bullpen guys were pretty used up in that last series so I wanted to go."

Two nights after hitting two home runs in Oakland, Moreland had two doubles and three RBIs and pushed his batting average to .296 less than a month after he was hitting .157.

Darvish ran into trouble first when five of the first six Detroit hitters in the third inning reached, starting with Don Kelly's first home run of the season into the lower porch in right field. Torii Hunter and Victor Martinez had sacrifice flies to put the Tigers ahead 3-1.

Verlander, the AL's strikeout leader the past two years, gave up consecutive singles to start the first and third innings. The Rangers scored just once in the first, but the right-hander couldn't survive the third once his control escaped him.

After Verlander hit Ian Kinsler with a curveball to loaded the bases, Elvis Andrus walked to score a run before Lance Berkman struck out on check swing on a pitch so high it bounced off the bricks behind home plate and came straight back to the catcher Kelly. Adrian Beltre walked to tie the score, and the hits from Moreland and Soto came after one of three strikeouts by Nelson Cruz, who hit his 11th homer.

Between them, Verlander and Darvish threw 74 pitches in the third inning and allowed 12 base runners and 10 runs. It wasn't quite the duel fans expected in Arlington's most anticipated pitching matchup since Nolan Ryan beat Roger Clemens 2-1 in 1989.

"It was one of those where I think everybody in the world was looking for the matchup and it didn't turn out too good," Leyland said. "Those two guys out there and there were 12 runs scored - I don't think anybody expected that. We probably let down the audience a little bit."

NOTES: The Rangers landed in Texas about 1:30 a.m. Thursday, following an afternoon game in Oakland after their charter flight was diverted to Albuquerque, N.M., because of severe storms in the Dallas area. At least six people died after tornadoes struck Granbury, about 50 miles southwest of Arlington. ... The Tigers sent RHP Al Alburquerque to Triple-A Toledo to work out issues with his control.
