Nelson retirement opens Neb.'s Senate seat to GOP (AP)

OMAHA, Neb. ? Democratic Sen. Ben Nelson survived nearly two decades representing heavily Republican Nebraska by carving a path down the political center. But faced with navigating that road in an increasingly polarizing climate, Nelson is stepping away ? and swinging the door wide open for the GOP.

Nelson, the lone Democrat in Nebraska's five-member congressional delegation, announced Tuesday that he wouldn't seek a third term. He was facing a tough campaign against several Republicans who've spent the past several months attacking his support for President Barack Obama's health care overhaul and federal stimulus legislation.

"Who can blame him given the current political mood of the country?" said former state Democratic Party Chairman Steve Achelpohl.

Other Democrats lamented Nelson's decision to retire, fearing it sets up the GOP for an easy victory next year. Republicans need to net just four seats to reclaim control of the Senate, and Nebraska looks to be an easy pickup.

There are no Democrats in line to take Nelson's place in the increasingly conservative state. He joins several other Democrats to retire from the Senate, including Virginia's Jim Webb and North Dakota's Kent Conrad.

After months of speculation that he would leave office, the 70-year-old conservative Democrat told supporters in an emailed statement that he felt it was time he "step away from elective office, spend more time with my family, and look for new ways to serve our state and nation."

"Therefore, I am announcing today that I will not seek re-election," he said. "Simply put: It is time to move on."

The former two-term governor thrived in Nebraska politics partly because he was willing to support Republican ideas when he believed they were in the state's best interests, Achelpohl said.

"Nebraskans are generally independent thinkers, and he was certainly an independent thinker," Achelpohl said. "He just had his finger right on the pulse of the predominant political thinking right in our state and nationally."

Democrats banking on Nelson's ability to leverage those centrist stances and capture statewide races were left scrambling, and many state activists acknowledged being taken by surprise.

While some floated the names of state Sen. Steve Lathrop of Omaha and Nelson's former lieutenant governor, Kim Robak, as possible contenders, many said it was too early to know who might run. Messages seeking comment were left for Lathrop and Robak.

A dream candidate for Democrats: former Nebraska Sen. Bob Kerrey. Traveling in India on Tuesday, Kerrey told The Washington Post, "Ben's retirement is a huge loss for Nebraska. I am very sad he's leaving. That is as far as I am going (right now)."

Democrats acknowledged the party will face a steep uphill fight to hold on to Nelson's seat, but pointed to a crowded GOP primary field with no obvious front-runner. The ticket includes Nebraska Attorney General Jon Bruning, state Treasurer Don Stenberg, state Sen. Deb Fischer, and investment adviser Pat Flynn.

"This virtually guarantees a Republican victory in 2012," said University of Nebraska Lincoln political scientist Mike Wagner. "There's almost no scenario in which a Democrat can win ? especially at this late stage."

National Republican party leaders also have encouraged Gov. Dave Heineman to join the race, but Heineman has said it would take a lot to persuade him.

The Senate's Democratic campaign chairman, Sen. Patty Murray of Washington, said she expected that Republicans would "have their hands full with a very divisive primary in the state, which will provide an opportunity for Democrats to remain competitive."

State Sen. Heath Mello, an Omaha Democrat who worked as an aide to Nelson, said he feared Nelson's retirement would inject more partisan politics into an already heated race.

"That is not the way Nebraskans have chosen their senators in the past," Mello said. "We've always elected independent-minded people to represent Nebraska's interests, ahead of the political parties."

Nelson has recently expressed dismay about a divided Congress' inability to pass meaningful legislation, frustration that echoed in his statement Tuesday.

"I encourage those who will follow in my footsteps to look for common ground and to work together in bipartisan ways to do what's best for the country, not just one political party," he said.

Even as Nelson wavered about a re-election bid, he piled up campaign cash, hired a campaign manager and watched his party spend more than $1 million on ads supporting him. The preparation left him with more than $3 million campaign cash on hand last month, about twice his nearest competitor.

The Democrats' Majority PAC alone spent more than $406,000 on media buys and production costs for Nelson's expected re-election campaign in seven separate expenditures between Sept. 9 and Dec. 9.

"I'm absolutely stunned," Kathleen Fahey, a Democratic super-delegate in 2008, said of Nelson's announcement. "Ben has been such a great senator for everybody. I'm not liking this."

Nelson first was elected to the Senate in 2000, defeating Stenberg, a Republican and currently the state treasurer, to replace the retired Kerrey. Nelson positioned himself as a centrist supporting both Democratic and Republican legislation.

He was among only two Senate Democrats to support a failed GOP bid to block new federal controls on power plant pollution that blows downwind into other states earlier this year, and he took great pride in his membership in the 2005 "Gang of 14," made up of Republicans and Democrats who brokered a deal to avoid a filibuster showdown over President George W. Bush's judicial nominees.

However, Nelson's vote in favor of Obama's signature health reform legislation left the GOP confident that they could beat him next year. The health reforms are strongly opposed by many Nebraska conservatives, and after the vote Nebraska Republicans immediately kicked off a "Give Ben the Boot" campaign.

Nelson also was one of five Democratic senators targeted by a national conservative group with ties to GOP strategist Karl Rove. The group, Crossroads GPS, spent $1.6 million on ads attacking Nelson as well as Sens. Bill Nelson of Florida, Clair McCaskill of Missouri, Jon Tester of Montana and Sherrod Brown of Ohio ? all considered top targets by national Republicans in 2012.

"For once Senator Nelson has listened to Nebraskans," Nebraska Republican Party Chairman Mark Fahleson said Tuesday. "The Nebraska Republican Party is more focused than ever on electing another conservative Republican to join Sen. Mike Johanns and recapturing the U.S. Senate so that we can reverse the damage done by Ben Nelson, Washington Democrats and the Obama Administration."

Nelson upset incumbent Nebraska Gov. Kay Orr in 1990 to earn his first statewide office and was re-elected governor in 1994 by a landslide. In 1996, he reneged on a campaign pledge that he wouldn't seek higher office while governor and announced his candidacy for the Senate seat vacated by the retiring Sen. Jim Exon.

Omaha millionaire businessman Chuck Hagel soundly defeated Nelson in that Senate race, but the two later served as colleagues when Nelson was elected in 2000.

Bruning on Tuesday wished Nelson well and praised him as "a dedicated public servant of the state of Nebraska for over two decades," while Fischer expressed confidence the GOP would now claim the seat.

"I think we have a strong group of Republicans, and I happen to believe the seat will go to a Republican," she said.

Stenberg thanked Nelson for his service, but said Nebraskans need "a genuine, lifelong conservative."

Brees sets passing mark, Saints top Falcons 45-16 (AP)

NEW ORLEANS ? After Drew Brees broke an NFL passing record that stood for nearly three decades, his teammates called on him to make a speech in the Saints' locker room.

"This record isn't about one person. There might be just one name that goes in ledger under the record, but it's really about the team," Brees told his teammates. "I want everyone to feel a huge part of this, that this record would not have been possible without them."

It was quite a night for Brees and the Saints ? a record and a rout.

Brees set the NFL mark for yards passing in a season, breaking a record Dan Marino held for 27 years, and New Orleans wrapped up the NFC South title with a 45-16 victory over the Atlanta Falcons on Monday night.

Brees nearly topped Marino three years ago, finishing with 5,069 yards passing. But that pursuit rang a little hollow because the Saints were 8-8.

This time, Brees' prolific passing has led New Orleans (12-3) to the playoffs and a legitimate shot at its second Super Bowl in three seasons.

"We all want this (record) very badly," Brees began, "but it's all about winning and we know if we just focus on that, all that other stuff will take care of itself."

Brees threw for 307 yards and four touchdowns, the last a 9-yard strike to Darren Sproles that set the record with 2:51 to go.

It was Brees' final pass of the game and it gave him 5,087 yards passing ? with one game left. Marino finished with 5,084 yards for the Miami Dolphins in 1984.

Minutes after Brees broke the record, Marino offered congratulations on Twitter.

"Great job by such a special player," Marino wrote.

As Sproles spiked the ball, Brees thrust his fist triumphantly in the air and started walking toward the sideline while the Superdome crowd went wild and his teammates chased him down. Offensive guard Carl Nicks was the first one to get there and tried to lift Brees onto his shoulder, but couldn't do it as teammates swarmed around.

"If I could have put him on my shoulders and paraded him around the whole stadium I would have done that. He deserves it," Nicks said. "It's like a movie, man. Just a movie ending. It's beautiful. ... You could tell by everyone's reaction after he did it how much people care about that guy. We all love him."

Brees pushed his touchdown total to 276, moving him ahead of Joe Montana (273) and Vinny Testaverde (275) for ninth on the career list. The former Purdue star is the first quarterback in NFL history to pass for more than 5,000 yards twice.

Brees' first scoring pass went for 8 yards to Marques Colston and the second for 9 yards to Jimmy Graham. Graham's TD catch was his 10th of the season, a franchise high for a tight end. In the third quarter, Brees hit Robert Meachem for a score from 24 yards to make it 28-10.

The Saints (12-3) also had 463 total yards, giving them 6,857 offensive yards for the season, breaking the 2008 club record of 6,571. New Orleans continues to close in on the NFL record of 7,075 offensive yards set by the 2000 St. Louis Rams.

Brees might have broken the record in the third quarter if not for Sproles' 92-yard kickoff return, which set up John Kasay's 29-yard field goal. Brees also threw two interceptions, but New Orleans was still dominant enough to take a big lead.

The game became a romp when Julio Jones was stripped by Scott Shanle and Malcolm Jenkins returned it 30 yards for a score to make it 38-16 in the fourth quarter. The Superdome crowd was in full celebration by then, but the play also meant fans would have to wait until later in the fourth quarter before Brees finally got his chance to break the passing record.

The Saints can earn the No. 2 seed and a first-round playoff bye with a win Sunday over Carolina and a San Francisco loss at St. Louis, which is 2-13.

Atlanta (9-6) is headed to the playoffs as a wild card.

Uncharacteristically, Brees had only a yard passing during a span of a little more than 18 minutes in the second half. Fans howled, "Drehttp://wwww!" each time he took the field, and he finally gave them what they wanted after Atlanta failed on a fourth-down try at its own 33. That gave Brees, who needed only 30 yards for the record at that point, just enough space to work with.

The Saints didn't need another score, but Saints coach Sean Payton said he thought giving Brees a chance to go for the record was "appropriate."

Falcons coach Mike Smith diplomatically deflected questions about that, saying only, "It is our job to go out there and stop them. It doesn't matter if they are running the ball or throwing the ball."

Matt Ryan had 373 yards passing and one TD, including an early 21-yard scoring strike to Jones.

"We didn't really play well enough in any phase of the game to give ourselves a chance," said Smith, whose team came in with a chance to stay in the hunt for the division title. "It's not the type of effort that you want to have with so much on the line with what the outcome could have meant to our team."

Pierre Thomas scored New Orleans' first touchdown on a 4-yard run, after which he pulled a bow from his uniform pants, put it on the football and offered it as a gift to a woman with a parasol in the front row behind the end zone.

The referees weren't cutting Thomas any slack on his Christmas-themed celebration, flagging him for a 15-yard unsportsmanlike conduct penalty.

Notes: Brees has passed for 300 yards or more an NFL-record 12 times this season. ... New England quarterback Tom Brady could also pass Marino next week ? and maybe even Brees, too. Brady has thrown for 4,897 yards. ... The Saints are 7-0 at home and never have gone undefeated at home in a full season.

Exclusive: China's CIC to get $50 billion boost (Reuters)

BEIJING (Reuters) ? China's $410 billion sovereign wealth fund China Investment Corp. is set to receive additional funding of up to $50 billion, two sources said, a step that could help it move quickly to buy overseas assets, especially in Europe.

The new funding comes along with an agreement between relevant Chinese government agencies to give CIC (CIC.UL) new money to manage every year, the sources who had knowledge of the matter told Reuters on Friday.

The sources asked not to be identified due to the sensitivity surrounding China's management of its foreign reserves.

The agreement would lay out a long-term framework under which CIC would be allocated money to manage from China's foreign exchange reserves and would also chart the future of its domestic investment arm, Central Huijin Investment, the sources said.

"The final plan for capital injection will be unveiled shortly and it could be $50 billion," a source close to the matter said.

CIC officials declined to comment.

The cash injection follows in the wake of plans -- reported by Reuters earlier this month -- to create a new $300 billion vehicle that would be affiliated with China's State Administration of Foreign Exchange (SAFE), the part of the central bank in charge of the daily management of China's $3.2 trillion in foreign exchange reserves.

The new funds for CIC, as well as the planned $300 billion venture under SAFE, were earmarked well before the onset of the euro zone debt crisis that has sparked international speculation about possible contributions from China to a bailout effort.

But the funding would give CIC firepower for buys at a time when attractive European and U.S. assets may come up for sale. CIC operates independently of the central bank and said in March that it had fully invested all its cash and would like the government to allocate it more money.

Chinese media have reported since late 2009 that CIC was seeking $100-$200 billion in new funding, but there have been no subsequent reports of progress.

CIC was created in 2007 when China's Ministry of Finance issued 1.55 trillion yuan in special yuan bonds to swap yuan for $200 billion worth of foreign currency from SAFE.

That provided the initial funds for active management in a bid to enhance returns from the world's largest pile of official foreign reserves.

REAL ASSETS WANTED

China's leaders have said recently that they will seek investments in the real economies of the United States and Europe apart from their routine investments in government debt.

Germany's 'manager magazin' reported in an excerpt of an article to be published on Friday, citing company sources, that CIC was the frontrunner to take a 5-10 percent stake in German luxury carmaker Daimler (DAIGn.DE).

The magazine said Daimler's chief financial officer, Bodo Uebber, had hired an investment bank to arrange a potential deal. Daimler's chief executive, Dieter Zetsche, in July said he would welcome additional investors from China, but added he did not think the Chinese would try to take control.

On Thursday, South Africa's Shanduka Group said it had sold a 25 percent stake to CIC, the latest investment by China in Africa's resources sector.

Shanduka has a diversified asset base that includes coal operations and said in a statement CIC had paid 2 billion rand ($240 million) for the stake.

CIC acquired its shares primarily from exiting shareholders Old Mutual Private Equity (OML.L) (OMLJ.J) and South African investment bank and asset manager Investec (INLJ.J).

Separately on Thursday, state-owned firm China Three Gorges won the competition to buy Portugal's stake in utility EDP (EDP.LS), paying 2.7 billion euros ($3.5 billion), in a privatization seen key to the indebted euro zone country's ability to sell state assets.

The deal also includes Chinese investment in the wider economy and is the brightest news for Portugal since it was forced to seek a 78 billion euro bailout from the European Union and International Monetary Fund in the spring.

How to Turn Your Tablet into an Awesome, Productivity-Boosting Second ScreenTablets are great entertainment devices, but when compared to a computer they're hardly as quick and useful for getting things done. But if you want your tablet to be more than just a fun little toy, it's really just a matter of the right apps, attitude, and configuration. Here's how you can turn your tablet into a handy, productivity-boosting tool.

We've argued why tablets are actually great productivity tools and how they're great for offloading distractions, but never how you can actually optimize your iPad or Android tablet to boost your productivity. Your tablet is really great for grabbing quick, commonly used information whether it's pre-defined in your calendar or dynamically updating online. In this guide we're going to look at how you can use a few apps to offload simple tasks to your tablet to clear out the clutter on your desktop and free it up to handle your bigger daily tasks.

Step One: Download Some Work-Friendly Apps

How to Turn Your Tablet into an Awesome, Productivity-Boosting Second ScreenFor the most part, you already have a lot of the apps you're going to need for keep you productive. Your calendar, email, address book, clock/timer, and calculator are all useful utilities you may want to have at the ready. These are all great apps for quickly checking information, setting an alarm, or whatever, but those apps are only so helpful. There is much more you can do. Here are a few suggestions.

Simplenote (iOS) or FlickNote (Android) are must-have apps if you keep a lot of plain text notes. While you're probably typing them on your computer, when you're doing work it can be helpful to have a particular note by your side for reference purposes. While you could look at a separate window on desktop, this eats up screen real estate. Bringing up the note on your tablet can keep your screen focused while still providing the reference information you need. If you're handling lots of spreadsheets and other office-type documents, you may want to pick up an office suite for iOS or Android as well.

Dropbox (iOS / Android) is very helpful if you use the service to sync your files across computers (or just store them in the cloud). If you use a different service, just get their app instead. Many apps have Dropbox integration nowadays, however, so it's become a great way to get your files on your device. The Dropbox app itself is handy, but apps that support Dropbox natively can grab files a lot faster. Either way, some sort of easy access to your files is vital if you need to bring anything up on your tablet quickly so you can look at it for reference as you work.

Skype (iOS / Android), or any VOIP application, can essentially turn your tablet into a phone. When you need to make quick calls it's often a lot easier to just tap a name on your screen. You also have the advantage of Wi-Fi, which is a bit more stable than a cellular connection. While I use my phone to make calls on the go, Skype has been immensely helpful in keeping me connected when I'm working. Calls don't drop and the connection is always significantly more clear. It's also really easy to respond to incoming calls quickly when my tablet's big screen is propped up and easy to access.

Step Two: Create Useful Bookmarks and Shortcuts

Whether it's your company wiki, a project management tool, or just a helpful web site you can add them as bookmarks for super-quick access. If you don't know how to do this on your iPad, just read these instructions (or watch the video to the left). Android can add bookmarks and other shortcuts for things like quick driving directions, by simply tapping and holding on an empty part of the home screen. This will provide you with options to add the shortcut you want.

The shortcuts you'll need will depend on you, but chances are you'll have a few and things will start getting cluttered along with all the apps. To solve that problem, just move on to step three.

Step Three: Create a Productivity Page on Your Home Screen

Additionally, if you mix your productivity apps in with everything else you'll have a hard time locating the app that you need. For these reasons, it's helpful to have an entire page on your home screen dedicated to getting things done. This way you can flick over to that page during the work day and flick back when you're done.

You can organize the page however you want, but the idea is to keep it nice and clean. You'll want to choose an organization scheme that suits you best, but here's what I've found works well:

  • Create a top row of apps you use most often so they're in the first place you look.
  • Create a second row of commonly-used apps if you need to. You may not have that many apps to launch so don't worry if you don't.
  • Create a third row of bookmarks to sites you visit frequently for quicker access. If you have a lot, sort them with folders. Android users who are utilizing a home screen replacement app like ADWLauncher EX can also create shortcuts to Gmail labels, notes, and other items for quicker access.

Obviously iPad users are a little more limited in the kind of organization they can do, so sometimes a multi-folder structure will work best. Only you're going to know what's best for you, but an organization scheme that prioritizes usage frequency should work well for most people.

Step Four: Get Your Computer and Tablet Connected

There are plenty of ways to do this, but one of our favorites is the Site to Phone extension and app because it works with nearly every browser and mobile operating system. It will let you send links directly to your browser to your tablet with just a click. Alternatively, iPad users might want to check out MyPhoneDesktop for sending more kinds of information not only to your tablet but back to your desktop as well.

The week's buzz: We aren't the median

For the last couple of weeks, Life Inc. has been exploring what it?s like to be in the exact midpoint of the nation?s economic spectrum.

The We are the median project prompted thousands of readers to share their stories and thoughts on what it?s like for to live on the nation?s household median income of around $50,000 a year. And it also prompted lots of you to tell us about what it?s like to be much worse off.

Many readers told us they can only hope to bring home $50,000 a year.

?$50,000 would be great to make a year. Single mom with 2 kids and I bring home less than $35,000. Took a cut in hours to keep my job,? one reader wrote in response to our profile of a mom and son who are struggling with a drop in income.

Another profile, of a young couple bringing home around $50,000 a year and juggling high student loan bills, also prompted some to tell us that people need to pay more attention to those who have it much worse.

?Why is this news? We make less than $27K, I have over $80K in student debt. My dream is a nightmare and we are family of 4,? one reader wrote.

Although some readers told us?they are doing just fine?on incomes below $50,000 a year, others said it?s very hard to make ends meet on a lower income. In a post this week about a family choosing to live a very simple life on about $20,000 a year, many readers questioned whether low-income living is really ?living well.??

But some found the story inspirational.

?It's gratifying to hear stories of real people. I applaud this young family and see their lot improving, over time. My husband and I struggled in our early life, with young children and little money. ? Our kids are not scarred because of this, they are all hard working, successful contributors to society. We have always had to be smart about our money and now that we have more, we are still frugal,? one commenter wrote.

Apparently that?s not a lesson many parents are passing on to their children. In a post about a young couple getting a good financial start in life, about 40 percent of our readers said they hadn't learned much from their parents about how to manage money.

?My parents didn't tell me anything about budgeting. It's a hard lesson I now know and am passing this on to my kids,? one reader wrote.

How much would you have to bring home to be free of money worries? More than half of our readers said they would have to make $250,000 or more per year in order to feel rich.

For some, the more money, the better.

?As much as possible. You're never secure in this country unless you are the 1%,? one reader wrote.

Still, some readers said they would settle for much less.

?I would be thrilled with that (to me) mythical $50,000 per year..........!? one reader wrote.

Dana White responds to Twitter troll with prison rape joke

Remember how just last week, UFC president Dana White cut Miguel Torres for making a rape joke? And reprimanded Rashad Evans for using the Penn St. child abuse case in trash talk? White said at the time that Torres' remark about a rape van is not funny and disturbing.

Yesterday, White responded to a follower who was clearly trying to bait him by making a prison rape joke. (Click the link above for the uncensored tweet.)

"Dicker410" is inexcusable. He said that White's death would be great, which is a hair shy of a death threat. But in responding to this troll with a joke about prison rape, White lowered himself to Dicker410's level.

Anyone with a profile in MMA has been baited by someone hoping for an explosive response. I'm a lowly writer in the sport, and it happens to me daily. You have to learn not to take the bait and give the troll the response that he or she wants. You definitely have to learn not to respond with jokes about rape.

When asked about a code of conduct for his fighters, White said that sometimes he needs a code of conduct for his actions on Twitter. It's simple, Dana. Don't respond to trolls, and hold yourself to the same standards as your athletes.

Swisscom slip-up hints at Nokia Lumia 900 coming end of February

Is the Lumia 900 a real device or an Arctic mirage? We've seen clues that Espoo might be working on a bigger Windows Phone to complement the Lumia 800 and 710, to the point where the strange Twitter conversation above doesn't strike us as totally surprising. A customer named Xavier Hahn tweeted support staff at Swiss operator Swisscom, to ask about a timeline for the "Nokia Lumia 800 or 900." Apparently forgetting that the 900 is an unknown and unannounced device, Swisscom responded that the 800 is expected on its shelves by the end of January, and the 900 at the "end of Feb." Of course, this could be a genuine mistake rather than a leak, and when we asked Nokia about it, its spokesperson refused to comment on "market rumor or speculation." Nevertheless, this little episode surely deserves to be filed away in our burgeoning Nokia 900 evidence cabinet.

China braces as European crisis adds to strains (AP)

HONG KONG ? Europe's festering debt crisis is adding to strains on China just as the country is pricking its property bubble and facing a manufacturing downturn, limiting the ability of the world's No. 2 economy to prop up global growth.

Leaders in Europe are navigating a crucial week as they work to find a breakthrough at a summit Friday to avoid the disintegration of the euro common currency and the global financial panic that could ensue.

Such a scenario would slam China by crimping economic growth through lower demand for its exports. It would also prompt Beijing to slow the rise of its currency to a crawl ? exacerbating trade tensions with the U.S. and other nations that say China's yuan is already too cheap.

Even if the euro common currency shared by 17 nations remains mostly intact, China and other Asian countries will still face the daunting prospect of a recession in Europe next year and anemic growth in the U.S. ? both crucial markets for the region's cars, electronics, textiles and other exports.

During the 2009 global recession, China's 'shock and awe' style stimulus kept its booming economy on track. For Asia and other parts of the world, it helped soften the impact of the economic upheaval. The stimulus also unleashed high inflation, a torrent of low quality bank lending and uninhibited partying in the property market. Beijing is still trying to contain those distortions, meaning its response to a new downturn will be much more restrained.

The effects of Europe buckling beneath debt, austerity and financial market turmoil, and sloth-like growth in the U.S., are already being felt in China. Factory production shrank in November for the first time in nearly three years, and labor unrest is increasing as employers cut staff.

"Our suppliers here in China are beginning to be a lot more aggressive in trying to get business, which I put down to the fact that they're beginning to feel the pinch," said Christopher Devereux, who runs a company in Guangzhou, southern China sourcing high-quality lightweight parts for the automotive and mining industries.

"We're getting calls from suppliers looking for business ? that I've only noticed in last three weeks," he said. Suppliers are now open to negotiating over prices, a sharp change from the past when their attitude was take-it-or-leave-it.

Other Chinese exporters say orders have dropped by 10 to 30 percent from normal times because of slumping demand in Europe and the U.S., according to Stanley Lau, deputy chairman of the Hong Kong Federation of Industries.

Factories that are getting orders say they are smaller than before and customers are placing them at the last possible moment because they want to be as sure as possible a product will sell, he said.

"We will not expect that there will be great improvement until fourth quarter of next year," said Lau, who also owns a watch factory in southern China. "Of course this is only a hope. We never know what will happens in Europe ? whether the situation will go further downhill."

In a sign of what might lay ahead, China's exports to troubled Italy tumbled 17 percent in October from a year earlier. Sales to the full 27-nation European Union rose 7 percent, buoyed by strength in Germany and France, according to customs data.

"It's very likely that a recession is going to mean that demand for goods from China is going to sink precipitously," said Doug Guthrie, dean of the George Washington University School of Business.

That could drive down China's economic growth rate from this year's forecast of above 9 percent to as low as 6 percent, he said. The Asian Development Bank trimmed its forecast on Tuesday for Chinese growth next year to 8.8 percent from 9.1 percent. But in a worst-case scenario, with both Europe and the U.S. contracting at levels similar to 2009, it expects Chinese growth to slow to 6.8 percent.

Others think the hit could be much smaller because China's economy is less dependent on exports than it was before the 2008 global financial crisis. Exports now make up about a quarter of China's gross domestic product, down from about 40 percent in 2007 as investment and domestic consumption rose.

But millions of jobs still depend on manufacturing, especially along the southeast coast, where thousands of factories supply Europe and the United States with low-cost shoes, toys, furniture and other goods.

"There will be joblessness, loss of consumption power for a part of the population that has just come out of poverty. There will probably be a fair amount of social unrest that comes along with that," said Guthrie.

On top of interest rate cuts and lower bank reserves to spur lending and backstop growth, it's likely China would slow the appreciation of the tightly controlled yuan to keep its exports competitive on world markets.

That would be even more the case if especially fragile countries that use the euro such as Portugal and Greece ditch it in favor of a weak, export-boosting national currency. That in turn would raise the risk of bigger economies such as Italy doing the same.

A splintering of the euro grouping would send the common currency plummeting while acting as jet fuel for other currencies such as the dollar and the yuan, which is also known as the renminbi.

"We suspect that Chinese policymakers will respond by slowing the renminbi's pace of appreciation to a crawl," said Mark Williams, chief Asia economist for Capital Economics.

Some see the crisis as an opportunity for China's leaders to raise their global clout by stepping in to shore up the world financial system. But over the weekend they sent their clearest signal yet that they intend to stay out of the fray. A senior diplomat rejected the idea that China's $3.2 trillion in foreign currency reserves could be used to help dig Europe out of its mountain of debt.

"The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said in remarks reported on the weekend by Chinese state media.

Fu said China's reserves ? some of which are invested in the bonds of European governments ? are akin to money in a savings account.

The idea of a possible Chinese role in Europe has caused unease among Europeans. It wouldn't come off well at home either, analysts said.

"It doesn't make sense for China to give money from a relatively poor population, on average, to Europeans who don't want to cut their lifestyle," said Dariusz Kowalczyk, a senior economist at Credit Agricole CIB.

"This kind of logic will be deeply unpopular domestically, and I don't think China will make such moves. They will show some gesture of support because they want to be seen as a player on the global scene."

Egypt's ElBaradei: Liberals 'decimated' in vote (AP)

CAIRO ? Egypt's top reformist leader said Sunday the liberal youth behind the country's uprising have been "decimated" in parliamentary elections dominated by Islamists and expressed concern about the rise of hard-line religious elements advocating extremist ideas such as banning women from driving.

Mohamed ElBaradei, a Nobel Prize laureate and possible presidential candidate, said he hopes moderate Islamists will rein in the extremists and send a reassuring message to the world that Egypt will not go down an ultraconservative religious path.

"The youth feel let down. They don't feel that any of the revolution's goals have been achieved," ElBaradei told The Associated Press in an interview on the same day electoral authorities announced that Islamist parties captured an overwhelming majority of votes in the first round of elections last week. "They got decimated," he said, adding the youth failed to unify and form "one essential critical mass."

The High Election Commission announced that the Islamic fundamentalist Muslim Brotherhood's Freedom and Justice Party garnered 36.6 percent of the 9.7 million valid ballots cast last week for party lists. The Nour Party, representing the more hard-line Salafi Islamists, captured 24.4 percent.

The tallies offer only a partial indication of how the new parliament will look. There are still two more rounds of voting in 18 of the country's 27 provinces over the coming month and runoff elections on Monday and Tuesday to determine almost all of the seats allocated for individuals in the first round. But the grip of the Islamists over the next parliament appears set, particularly considering their popularity in provinces voting in the next rounds.

ElBaradei said he thought the combined strength of the two top-placed Islamist blocs surprised everyone, probably even the winning parties themselves.

"The outcome so far is not the greatest one," he said, summing up the mood of the country's educated elite as well as average Egyptians as "angst."

The new parliament will be tasked, in theory, with selecting a 100-member panel to draft the new constitution. If Islamist parties dominate, more liberal forces worry the constitution will be greatly influenced by the religious perceptive.

In a move that angered the Islamist groups, the Supreme Council of the Armed Forces, which took control of the country after Mubarak's fall in February, has suggested that it will choose 80 of those members.

ElBaradei said writing the constitution that respects human rights, dignity and freedom of expression should be based on a consensus among all the players, and not on a parliamentary majority.

"In my view, it is all in the hands of SCAF right now," he said, hoping the ruling generals will help promote the consensus.

However, ElBaradei was highly critical of the military rulers, saying they have "royally mismanaged" the transition period.

He also raised concerns about statements by some Salafi elements questioning whether women should be banned from driving, as they are in Saudi Arabia, or branding the novels of Egypt's Nobel laureate Naguib Mahfouz, as "prostitution."

"I worry of course that some of the extreme stuff coming out from some of the Salafis ... when you hear that literature of somebody like Mahfouz is equal to prostitution, if you hear that we are still debating whether women are going to drive their cars, if we are still discussing whether democracy is against Shariah," or Islamic law, ElBaradei said.

"These are of course sending shockwaves, statements like that. I think the Brotherhood in particular, and some of the Salafis, should send quickly messages of assurance both inside the country and outside the country to make sure that society continues to be cohesive to make sure that investment will come in."

He said the statements "will have tremendous economic and political implications." Moderate Islamists need to "make clear that some of these voices ... are on the extreme fringes and they will not be the mainstream."

The focus on safeguarding religious principles should be mindful of rampant poverty and illiteracy, not "about what people are going to dress, to drink," he said.

Salafis are newcomers on Egypt's political scene. They long shunned the concept of democracy, saying it allows man's law to override God's. But they formed parties and entered politics after Hosni Mubarak's ouster in February, seeking to enshrine Islamic law in Egypt's new constitution.

By contrast, the Muslim Brotherhood, Egypt's largest and best organized political group, was officially banned under Mubarak but established a nationwide network of activists. After Mubarak's fall, the group's Freedom and Justice Party campaigned fiercely, their organization and name-recognition giving them a big advantage over newly formed liberal parties.

ElBaradei said the Muslim Brotherhood's strong showing was not unexpected, given that Egypt is emerging from decades of brutal dictatorship that smothered civil society. He said one in every three Egyptians is illiterate and nearly half subsist in deep poverty.

"It should not be a surprise people are voting with their gut. People lost their sense of identity with the state. They identify with religion," ElBaradei said.

He said the Brotherhood has been working for many years providing basic needs for health care and other social services the government failed to deliver and they were well known throughout the country.

In contrast, the liberal youth groups behind the uprising failed to form a cohesive, unified front. He said they only formed political parties two months ago.

He predicted the Muslim Brotherhood will prefer to form an alliance with the liberals rather than the Salafis to get a majority in parliament. The liberal Egyptian Bloc ? which came in third with 13.4 percent of the votes ? could counterbalance hard-line elements.

Nevertheless, ElBaradei agreed the first elections since Mubarak's fall were free and fair and said the massive turnout of about 60 percent lent it legitimacy.

However, he said it will not produce a parliament that represents Egyptian society. ElBaradei said he expects few women, youths or Coptic Christians, a minority that constitutes about 10 percent of Egypt's 85 million citizens.

The rise of the Islamists has also caused concern in the U.S. and Israel, which has a long-standing peace treaty with Egypt it fears might be in jeopardy. But ElBaradei said he does not foresee any radical changes in Egypt's foreign policy because the country still depends heavily on foreign assistance and cannot afford to isolate itself. Egypt is one of the largest recipients of U.S. foreign aid.

He said Egyptians are looking more to Turkey as a model for a moderate Islamist state rather than Saudi Arabia and its strict imposition of Islamic law.

ElBaradei said Egypt has progressed since the revolution but the economy and law and order have deteriorated sharply.

"We are now a freer country," he said. "People lost their sense of fear. ...We are empowered as a people."

He said he is advising the liberal youth groups not to give up and to view this as a "long haul" process and to start preparing for the next elections, overcome their ideological differences and work together.

"We'll have to keep fighting," he said, adding that "the revolution is still a work in progress."

He predicted protesters will return to Cairo's Tahrir Square to keep pressing their demands.

"If you have the second wave of the revolution, it will be an angry one," he said.

Dread permeates Congo ahead of election results (AP)

KINSHASA, Congo ? Business owners started moving their stock into secure locations on Sunday and a trickle of people with suitcases waited to board boats to cross the mighty river separating this troubled nation from its neighbor to the north.

A sense of dread permeated the capital of this nation torn by war, as citizens awaited the proclamation of results Tuesday from Congo's contested presidential election.

Early results issued so far showed the country's 40-year-old president Joseph Kabila with a nearly-insurmountable lead, setting up a confrontation with the country's opposition leader, who proclaimed himself president before the vote even began.

Over the weekend, the 10 opposition candidates vying to unseat Kabila said they rejected the partial results.

The United Nations and the African Union appealed for calm. And the country's influential clergy in this nation where at least half the population is Roman Catholic made a rare public plea.

"The image that comes to mind is that of a high-speed train that is heading straight into a wall. We're under the impression that there is no one putting on the brakes," said Bishop Nicolas Djomo, the president of the Episcopal conference of Congo. "We call on all the political actors, on all the leaders to stop this train from slamming into a wall."

International observers have said that last week's election was marred by irregularities, including the late arrival of ballots which caused the vote to be extended over three consecutive days. They also noted instances of possible fraud but said there did not appear to be a systematic pattern which would have changed the outcome of the election.

The largest observation mission was organized by the clergy which dispatched a team of 30,000 election monitors who were able to be present in about one-fifth of the more than 60,000 polling stations in this nation that straddles a territory as large as Western Europe.

Djomo said that they too had witnessed irregularities but that their conclusion is that the vote overall was credible because the anomalies and instances of attempted fraud were limited.

Opposition party members heckled the bishop when he made the statement and the chief of staff of leading opposition candidate Etienne Tshisekedi said he was disappointed by the church's position.

The opposition has said in numerous statements that they consider the fraud to be widespread.
