The cable companies had bought the spectrum jointly at an FCC auction in 2006, with loose plans to start a wireless company or form a joint venture with one. Those plans never came to fruition.

The parties said they hoped to close the deal by the middle of this year. But opposition to it has been mounting, with T-Mobile's petition to block it being the most salient move so far.

Verizon later struck a similar but separate deal to buy spectrum held by Cox for $315 million. Cox had started setting up its own wireless service, but gave up last year, saying it would be too small to compete against the big cellphone companies.

Under the deals, Verizon Wireless and the cable companies will be marketing each other's services in their stores, even though Verizon Communications Inc., the New York-based majority owner of Verizon Wireless, competes with the cable companies in providing pay-TV and broadband service.

Shares of Verizon Communications slipped 10 cents to $38.39 in morning trading Wednesday.

Romney targets auto bailout in battle for Michigan (AP)

GRAND RAPIDS, Mich. ? Republican presidential candidate Mitt Romney is wooing tea partyers in his home state of Michigan with a potentially risky strategy: blasting the auto industry bailout that many people credit with saving the state's most vital industry.

The tactic seems designed to undermine Rick Santorum's popularity with conservatives who dislike government intervention in business, even when the results appear defensible. It also reinforces Romney's image as an experienced capitalist who understands the pain sometimes involved in making companies work.

Santorum's fast rise in national polls has forced Romney to sharpen his criticisms of the former Pennsylvania senator. Santorum says his team will "plant our flag" in Michigan while also campaigning in other states.

A Romney loss in Michigan's Feb. 28 primary would be hugely embarrassing, or worse, to his campaign. His team has promoted an aura of inevitability for months, but Romney has failed to persuade the party's most conservative segments to embrace him.

Romney's father was a top auto executive and three-term governor of Michigan, and Romney still holds big financial advantages over Santorum, Newt Gingrich and Ron Paul. Thus far, he has bought far more TV advertising time than they have.

Michigan Gov. Rick Snyder signaled his plans to endorse Romney on Thursday.

And yet, when longtime Michigan political analyst Craig Ruff was asked if a Romney loss here is conceivable, he said: "I'm astounded, but yes." Ruff worked for Republican Gov. William Milliken but now is an independent.

He said he was surprised by how vigorously Romney is criticizing the government rescue of General Motors and Chrysler in 2008-2009.

"Many, many Republicans have ties to the auto industry," through investments or current or former employment, Ruff said. "He's got a lot of explaining to do."

Some GOP activists, however, said Romney's actions make sense. He already was on record opposing the bailouts. So his Tuesday op-ed in the Detroit News gave him a chance to elaborate, they said. And his stance will appeal to business-oriented Republicans as well as more libertarian-leaning voters who oppose government intrusion in general.

"It may be dicey in the general election, but it's not dicey in the primary," said Lansing-based Republican strategist Steve Mitchell. "Republicans opposed the auto bailout. They opposed other bailouts. They oppose bailouts."

A May 2010 poll conducted by EPIC-MRA for the Detroit Free Press found that nearly two-thirds of Michigan adults thought the auto bailout was a good idea. Republicans were more closely divided, with 51 percent calling it a good idea, and 43 percent calling it a bad idea.

Santorum, Gingrich and Paul also criticized the auto industry rescue, but Romney's remarks have drawn more attention because of his ties to the state and the auto industry.

Santorum hopes Michigan's tea party supporters will vote in big numbers, possibly overwhelming Romney's advantage with party insiders. Insurgent candidates have done well here at times. Pat Robertson won the GOP primary in 1988. John McCain beat George W. Bush here in 2000 after then-Gov. John Engler promised Michigan would be Bush's firewall.

Romney made no mention of his GOP rivals or direct references to the auto bailout in an 18-minute speech to several hundred people at a rally Wednesday in Grand Rapids. He stuck to his standard attacks on President Barack Obama's handling of the economy.

The auto bailout started when the Bush administration loaned money to GM and Chrysler to keep them from collapsing during the 2008 financial crisis.

The Obama administration brought the total to $81 billion, and Obama now calls the results a triumph.

"When I took office, the American auto industry was on the verge of collapse. And there were some folks who said we should let it die," Obama said Wednesday in Wisconsin in a veiled swipe at Romney. "With a million jobs at stake, I refused to let that happen."

GM emerged from bankruptcy as a considerably smaller company. It has repaid billions of dollars, but the federal government still holds much of the firm.

Chrysler was forced to join forces with Fiat. The federal government and the United Auto Workers union also became big stockholders.

General Motors says it made $8 billion in profits in 2011. Chrysler claimed profits of $225 million for the fourth quarter of 2011.

In his op-ed, Romney said the car companies should have gone through regular bankruptcy procedures. Obama rushed in to help pro-Democratic labor unions while putting taxpayers at risk, Romney said, calling it "crony capitalism on a grand scale."

"Without his intervention, things there would be better," Romney wrote. "Managed bankruptcy may sound like a death knell. But in fact, it is a way for a troubled company to restructure itself rapidly."

Steven Rattner, who oversaw the auto rescue for Obama, told the Free Press that Romney's remarks were "a complete denial of the facts." There was no private financing at the time to sustain the car companies, which would have been shuttered and sold in pieces in normal bankruptcy procedures, he said.

Many nonpartisan economists agree with that view.

John Feehery, a Washington-based GOP strategist, said Romney is taking a risk. "My own view is that the auto bailout was pretty popular in Michigan, so re-litigating that is stupid," Feehery said.

As for Romney's stakes here, Feehery said: "Losing Michigan could be fatal."

Romney was campaigning in Grand Rapids on Wednesday. Both he and Santorum planned to appear in the Detroit area Thursday.

Michigan voters are just starting to see the sort of TV ads that flooded Iowa, South Carolina and other early states. Romney and Santorum, and the independent committees that support them, are airing or preparing to put up positive and negative ads.

A pro-Romney spot notes he "grew up in Michigan."

An anti-Santorum ad, which ran in earlier states, says Santorum voted five times in Congress to raise the federal debt ceiling, an issue the tea party has turned into a battle cry. The ad calls Santorum a "big spender" and "Washington insider."

Santorum is pushing back with an ad in which a Romney look-alike fires mud from a gun but ends up splattering himself. "Mitt Romney's ugly attacks are going to backfire," the narrator says.

It's not clear that Santorum can raise enough money to make it a fair fight on the airwaves. He says he has raised several million dollars since his surprise wins in the Minnesota and Colorado caucuses last week. But Democrats who track GOP media buys said Romney and his friendly political action committee have spent $1.8 million for TV time in Michigan, while Santorum has spent less than $45,000.

Santorum told The Associated Press he hopes to finish "a good strong second" in Michigan. "We think we can plant our flag there and do well," he said.

Romney's backers are praying Santorum doesn't do better than that.

DARPA planning high-speed wireless for soldiers in the field

DARPA has its hands and, more importantly, its money in just about everything. Weapons, robots, thermal sensors -- it's a staple of the scientific community. But, it's also a military agency with basic needs, like internet access. The research group's newest project doesn't carry heavy loads (unless you're weighing your cargo in kilobytes) and can't break the sound barrier, but it should be able to deliver 4G speeds to even the most remote of battlefields. DARPA has $11.8 million set aside for its Mobile Hotspots program which will use millimeter-wave signals to deliver high-speed data connections to dismounted soldiers, forward-operating bases and tactical centers. Most importantly, each node in the network extends its range building out a mesh that isn't reliant on existing infrastructure. For more details hit up the PR after the break.

NEW YORK (CNNMoney) ? An adoption tax credit that brought huge refunds to many unsuspecting families last year is back.

Taxpayers can claim up to $13,360 for each child they have adopted in the past six years on their 2011 tax returns this year ? an increase of $190 from last year.

The credit has been around since 1997, but up until the 2010 tax year, it was always a non-refundable credit ? meaning it would offset any taxes owed, and anything that remained was carried over to the next tax year.

President Obama?s Affordable Care Act of 2010 made the credit refundable so the money would go directly into the taxpayer?s pocket rather than being applied to future taxes owed.

But, unless Congress extends the credit by the end of this year, the 2011 tax year will be the last year that taxpayers can cash in on the credit.

A ?godsend?: The newly refundable credit has been especially helpful for families adopting ?special needs? children. While families adopting children who do not qualify as special needs are typically eligible to get a refund for their adoption expenses, families adopting kids who do qualify can get the entire $13,360 refund no matter how much they paid to adopt a child ? even if they had no expenses.

Generally, a child with special needs is someone who the state determines wouldn?t be adopted without its assistance. Special needs qualifications vary by state and are determined by such factors as medical or physical impairments, genetic conditions, minority status, number of siblings or age.

Deborah Schwinger, from Hamburg, Pa. received a $24,300 refund last year thanks to the adoption tax credit. In 2009, she adopted Matthew and Lizzy. The children, who had moved between foster homes, have speech problems and a ?long list of behavioral problems? after being severely neglected by their birth mom, Schwinger said.

?The money was a godsend,? she said. ?The kids got new bikes from Walmart and I got a grill, I set up [bank] accounts for the children, I?m working to get us a bigger house, I no longer live paycheck-to-paycheck and have little debt. We have everything we need and we get a few things we want.?

Other families received even bigger windfalls. The Wards,a family of 12 from North Carolina, received a $54,000 refund last year. Going into the tax season, the Wards said they were completely unaware of the credit. In fact, they thought they would owe money.

Watch out!: Since this is the biggest refundable tax credit available, the IRS isn?t going to give it out to just anyone.

Taxpayers seeking the credit should expect long waits and the possibility of an audit, said Amy Miller, director of the Tax Institute of H&R Block.

Schwinger said she had to send in her paperwork twice last year. After a number of fruitless phone calls to the IRS, she was told that no more information was required, and to wait 45 days for her refund. After 45 days, she was told she needed to send in additional documents. It wasn?t until June ? about four months after she filed her taxes ? that she finally received her full refund.

She wasn?t alone. In a report examining how the IRS handled adoption tax credit claims last year, the Government Accountability Office found that there were ?considerable? delays due to the high level of audits the agency conducted.

The GAO said 68% of the nearly 100,000 returns claiming adoption tax credits were audited last year, but the IRS only ended up requiring those taxpayers to pay more in taxes about 17% of the time. In all, $1.2 billion in adoption tax credits were claimed last year, the GAO found.

Many taxpayers received the portion of their tax refund that didn?t include the adoption tax credit while they waited. Schwinger, for example, received $4,350 of her refund in March that was separate from the adoption tax credit. She didn?t receive the money she was owed from the adoption credit until about four months later.

The IRS acknowledged the delays, and said it has updated the information on its website this year so that the required documentation is easier for taxpayers to understand.

Typically, it should take three weeks for taxpayers to receive a refund if a complete and accurate paper return is submitted and correct documentation is attached. But if the IRS doesn?t receive the right documentation, it will spend extra time ensuring that the claim isn?t fraudulent, said IRS spokesman Terry Lemons.

?When you have a credit of this size it?s really important for us to make sure we have the documentation so we get it only to the people who qualify,? he said.

Given the huge amounts of money being claimed, Miller said that even if everything is submitted correctly, taxpayers claiming this credit will likely have to wait a couple of months or more to receive their refunds.

What to know: To make sure you get your refund as quickly as possible, check the IRS website for a list of all necessary documentation.

Taxpayers are required to submit a paper return when claiming this credit, and they must be claiming a domestic adoption. Also, the refund phases out for a single filer making more than $185,210 and families with income of more than $225,210 aren?t eligible for the credit.

?It?s a great credit if you qualify, but there are certainly hoops you have to jump through and you have to dot all your ?i?s and cross your ?t?s in terms of documentation,? said James Toto, CPA and partner at accounting firm WeiserMazars.

But while waiting was grueling at the time, Schwinger said she is just thankful that the adoption of special needs children is being encouraged.

?There are so many children in the system that need families,? said Schwinger. ?I think many families do not adopt because they can?t afford the costs. There is help for them.?? To top of page

Bollywood star Amitabh Bachchan undergoes surgery (AP)

NEW DELHI ? Bollywood's biggest star Amitabh Bachchan underwent abdominal surgery on Saturday and was recovering well in a Mumbai hospital, his son said.

The 69-year-old actor has a history of stomach ailments following an intestinal injury he suffered while filming a movie in 1982.

His son, Abhishek Bachchan, said the surgery went well and his father was resting. He tweeted thanks to Bachchan's fans for their prayers and get well wishes.

Affectionately known as "Big B," Amitabh Bachchan has acted in around 180 films in a career spanning four decades in Bollywood, the home of India's prolific movie industry.

In 1982, when Bachchan was injured on the set of his Hindi film "Coolie," or 'The Porter," thousands of fans across the country prayed for his recovery. Two even committed suicide, hoping to trade their deaths for his life.

Over the last decade, Bachchan has endorsed a slew of products ? from hair oil to high-end clothing.

He has also had a successful run as the host of "Kaun Banega Crorepati," India's version of the hit television show "Who Wants To Be A Millionaire."

What is your preferred method of communication with your phone ...

From the very beginning, cell phones redefined how we communicate with others. No longer are we tied to a land line if we want to talk to our family without actually paying a visit. With a cell phone, you can talk to almost anyone from anywhere at any time.

But it didn't stop there. More recent changes have turned cell phones into mobile offices, giving us the ability to text message, email, browse the Web and virtually anything you can do from a standard computer from anywhere that has decent data coverage. The downside is that it has turned us into screen-staring zombies who are attached to our devices, constantly checking them throughout the day, even when there's no reason to.

I digress.

With today's cell phones, there are literally hundreds of different ways to communicate. And in recent years, some methods have clearly taken precedence over others. Voice calling, for instance, has largely been replaced by text messaging and other data-powered services. And with over 800 million users (likely including most of your friends), Facebook has become a viable communication service as well. Instant messaging has also made a resurgence with the rise of the smartphone.

Point being, with so many different options and routes to take to get in touch with someone through a smartphone, people are going to grow preferences. Some may prefer dialing a friend up and chatting for a more personal conversation, or to get more information across a bit quicker. Others may favor instant messaging so they can carry on a conversation throughout the day or as they are able to reply. Some will use both evenly while the rest might be a little more radical about it.

I, for one, primarily use instant and text messaging. Well, and Twitter. And quite honestly, there is nothing I hate more than having to drop everything to take a phone call. Period. At least 90 percent of the time or more, text messaging is more efficient ? for me at least. I only call someone or tell someone to call me if it's a last resort and SMS simply won't cut it. There are, however, times when making a call is simply more appropriate ? like when I need to call and discuss a few things with the boss or when there is a time-sensitive matter that can't stand to be miscommunicated through a few, short back and forth messages.

But I have friends who literally will not answer the phone ... for anyone. Ever. You can call them and they will either ignore it or just let it ring until their voicemail kicks in. Almost immediately after you hang up (I never leave voicemails), you'll get a text message from them reading, "What's up?" To be perfectly honest, I'm guilty of this at times, too. If someone calls me too often (and continually interrupts me while I'm writing) or is notorious for calling for a quick question and easily gets derailed and drifts off into a long rant about why their day has been amazing, I will just ignore the call and text them right away.

My mother, on the other hand, will call nine times out of 10, even for a simple, quick question. When I tell her, "Text me when you find out," I will almost always get a call back from her within five or 10 minutes. It's not that I don't like talking to her on the phone. I don't like talking to anyone on the phone. It takes too long and there is usually pointless pre-conversation banter that always has to happen because it's "the way it's supposed to be," the way we've been taught to talk on the phone.

The only problem I ever run into with text and instant messaging is how impatient it makes me (and everyone else). While on a phone call, you will almost always get a response right away ? which is about the only plus. It can take several minutes, days or even weeks to get a response to a text message. (Yet it always seems as if someone is there to fuss if you do drop everything and reply immediately.)

Nonetheless, I would still prefer to text or instant message over anything else. It's not nearly as disruptive as having to drop everything I am doing to answer a phone call, which will only wait for four rings. For a text message, though, I can wait for a good stopping point to take a few seconds and reply; thus, they don't break my concentration and we get along much better.

Lenovo releases Q3 earnings report, shipments rise, profits soar

Lenovo turned in another stellar earnings report yesterday, following up on a huge Q2 with an encouraging Q3. For the fiscal quarter ended December 31st, the PC maker saw its net profits reach $153 million, marking a 54 percent increase over last year's $99.7 million. Revenue also rose 44 percent last quarter to a record $8.4 billion, thanks in large part to a surge in PC sales. In mature markets, Lenovo saw revenues increase by a whopping 81 percent to $3.6 billion, while emerging market sales reached $1.3 billion, marking a 13 percent rise over the previous year and accounting for about 15 percent of the company's global revenue. The manufacturer saw particularly strong growth in China, where it now enjoys a market share of 35.3 percent, its highest ever. Lenovo attributed much of this to strong smartphone and tablet sales in China, while confirming plans to release a Smart TV within the country, as well (according to CEO Yang Yuanqing, it should hit the market in April). Laptops, however, remain the company's bread and butter, comprising 53 percent of its total revenue last quarter, with sales reaching $4.5 billion -- 30 percent higher than last year. Illinois nursing home patient leaves facility unattended, dies ...

As some Illinois families may have experienced, taking care of a parent or grandparent with Alzheimer's disease or dementia can be a challenging task, especially when adult children are working full-time jobs and also raising their own families. When a loved one's illness has progressed to the point where he or she may need constant care, families may choose to put their loved one in a nursing home. When families make this decision, they trust that the selected facility will provide the constant care and attention that their loved one needs and deserves.

Unfortunately, the daughters of a Belleville, Illinois, nursing home patient learned last month that their father had died of hypothermia after the facility's staff failed to notice that the man had left the home unattended. The daughters have since hired an attorney and may pursue filing a lawsuit against the nursing home citing negligence for the wrongful death of their father. "He was not supposed to die that way," stated one of the daughters.

The 77-year-old man had been a patient at the Belleville nursing home for seven years. He suffered from dementia and heart disease, conditions that can be life-threatening if not treated and monitored properly. But somehow in the afternoon on Jan. 14, the man left the home without anyone noticing.

When staff at the facility noticed that the patient was missing, they called police. However, the daughters were not notified about their father's disappearance until three hours after the incident was reported to police.

After searching the area for two days, the man's body was found in a ravine just a block away from the facility. Police reported that the dementia patient had walked into a heavily wooded area and died of hypothermia before he was found.

The attorney representing the man's family said that the patient should have never been able to leave the nursing home without being noticed by staff or security guards. The incident is being investigated. Once the family finds out more information about what happened the day their father disappeared, they will take appropriate actions to make sure that this does not happen to any other residents at the Illinois facility, the attorney stated.
